Heat Pumps in Canada: One Machine, Three Problems Solved

Canadian housing was designed for a climate that no longer reliably exists. Most of the stock was built to solve one problem, keeping people warm in winter, on the assumption that summer would take care of itself. For most of the last century that assumption held.

The 2021 heat dome ended it. More than 600 people died in British Columbia during that event, and the deaths were not evenly distributed. They concentrated in lower income and racialised communities, in buildings with poor thermal performance and no access to cooling. The failure was not meteorological. It was a housing failure that a weather event exposed.

Which puts an unusual amount of weight on a single piece of equipment. A heat pump is the one upgrade that addresses summer heat, winter heating cost, and household emissions with the same machine.

What It Actually Does

A heat pump moves heat rather than making it. It uses a refrigerant and a compressor to absorb heat on one side of the system and release it on the other, the same physical process running in your refrigerator.

In summer it pulls heat out of the house and dumps it outside, which is exactly what an air conditioner does. In winter it reverses, extracting heat from outdoor air, even cold outdoor air, and releasing it indoors. There is usable heat in air well below freezing, and modern cold climate units are engineered to capture it.

Moving heat is dramatically cheaper than generating it. A baseboard heater or a furnace converts energy into heat at best one-for-one. A heat pump delivers roughly three units of heat for every unit of electricity it draws, which is where the figure of 300% efficiency comes from. That number is not marketing. It is the direct consequence of transporting energy rather than creating it.

The Cold Weather Objection

The standard objection to heat pumps in Canada is that they fail when it gets genuinely cold. This was a fair criticism of equipment sold fifteen years ago and is largely obsolete now.

A Canadian study covered by the Squamish Chief found that heat pumps outperform gas heating even at the coldest temperatures tested. Current cold climate models are engineered to keep producing useful heat down to around -25°C, and where a genuine cold snap exceeds that range, a backup element covers the gap for the handful of hours a year it is needed.

The practical consequence is that in most of populated Canada a properly sized cold climate heat pump handles the heating season on its own. Sizing is the operative word. An undersized unit in a leaky house will disappoint, which is the case for doing envelope work before or alongside the mechanical upgrade rather than after it.

What It Costs Over Its Life

Sticker price is the wrong comparison. Analysis from the Canadian Climate Institute found that the lifetime cost of a standard heat pump with electric backup runs approximately 13% less than a gas furnace paired with air conditioning.

That analysis predates a significant change to the inputs. The federal consumer carbon levy on residential natural gas was eliminated on April 1, 2025, which took roughly 15 cents per cubic metre off gas heating bills and saved the typical gas-heated household somewhere in the range of $150 to $300 a year against 2024 costs. Gas got cheaper, and any lifetime comparison built on pre-2025 gas prices now overstates the heat pump's operating advantage.

The advantage did not disappear, it narrowed. At 2026 rates in Ontario, heating a typical home with a heat pump runs roughly $800 to $1,200 a year against roughly $1,200 to $1,800 for a gas furnace. In British Columbia, households switching from gas to a heat pump report total energy savings closer to $200 to $350 a year. Those are meaningful numbers, but they are smaller than the numbers being quoted two years ago, and anyone showing you a payback calculation should be asked which year's gas price it assumes.

The structural argument is unaffected by any of this. A heat pump replaces two machines with one, so you buy, install, service, and eventually replace a single system rather than a furnace and an air conditioner on separate schedules. That saving is independent of fuel prices.

What Support Is Actually Available

This is where most published advice is now wrong, so it is worth being precise.

The Canada Greener Homes Grant closed to new applicants in February 2024. The Canada Greener Homes Loan, the $40,000 interest-free facility that anchored nearly every heat pump financing plan written between 2022 and 2025, closed to new applications on October 1, 2025 with its funding fully committed. The Oil to Heat Pump Affordability programme stopped accepting applications on July 31, 2026 across most of the country. Anyone already approved under these programmes can proceed. Nobody new can apply.

What remains:

  • The Canada Greener Homes Affordability Program provides no-cost retrofits, heat pumps included, to low and median income homeowners and tenants. It is delivered by the provinces, not by Ottawa, and as of mid-2026 runs in Manitoba, British Columbia, Quebec, Nova Scotia, and Prince Edward Island. Applications go to your provincial programme.
  • Provincial and utility rebates, which are now doing most of the work. Ontario's Home Renovation Savings Program offers up to $7,500 toward a qualifying cold climate air source heat pump and up to $12,000 for geothermal. Other provinces run their own, at their own amounts.
  • Prince Edward Island's free heat pump programme, which remains the clearest example of what a province can do when it commits. Eligibility has been expanded well beyond where it started, and thousands of units have been installed at no cost to the household.

Campaigns such as Heat Pumps for All continue to press for universal federal access, particularly for renters and for the communities that carried the worst of 2021. For now, what you can get depends heavily on your province and your income.

Programme details change frequently. Confirm what is currently open where you live before you budget anything.

What Owners Report

The consistent theme from households that have made the switch is not the energy savings. It is the quality of the heat and the absence of noise.

A heat pump running at part load delivers a steady, even temperature rather than the cycle of blast and drift that a furnace produces. There is no window unit rattling in the frame, no seasonal ritual of installing and removing it, no dead zone in the room it cannot reach. The system simply holds the house at temperature, in both directions, year round.

The comfort argument tends to be what actually persuades people. The bills and the emissions are the reasons they give afterwards.

Whether It Fits Your House

Heat pumps are the right answer for a large majority of Canadian homes and not for every one. Electrical panel capacity, available outdoor space, existing ductwork, and the current state of the building envelope all shape both the specification and the cost.
